Is that pinging an IPV4 address or the IPV6 address suggested by the BQM?

That looks very much like an internal device replying to the pings rather than your router.

The BQM picks up the IPV6 address of the device you use to set it up and not the WAN IPV6 of your connection.

If you are using the correct WAN I.P address then it really doesn't look very healthy.
