Fair Usage

Got the good ol' fair usage email, 2nd time. Seems they're getting stricter...

"However, we've noticed that you have exceeded this guideline. For example, your usage last month was 66.48 GB."

Just got a couple of questions I hope someone can help me with..

1) is it the joint uploads and downloads that makes up the usage? I.E. if i download 30gb and upload 20gb is that 50gb?

2) if I do go over the 2nd month do they charge me for the 2nd month only or for both months?
