Been on the phone to BT again - they even did a remote assistance.
They are telling me now that my upstream is restricted in the evenings because of FUP!!!!!
I don't even use filesharing software. I'm [censored] off
THey even did a remote desktop session - did speed tests etc then the guy tells me the upload is fine at 64Kbps. as it doesn't affect the speed only the downstream does - according to him.
How the heck am i supposed to upload pictures/files to my webserver on 64Kbps ??????!!!!!!!!

Both those statements are utter balls. I really do despair of BT's helpdesk, hopefully the new CEO will sort it out a bit. Perhaps you would like to write to him?

Agreed about first line tech, generally useless unless you are on Vision when you get UK tech which can be better.
Radio Frequency (RF) getting into your router/modem could easily cause such problems, but more often causes constant reboots and freezes when the field strength is high, which it probably is in your case due the proximity of the equipment. My HH locks up and wont pass packets if I run more than 80 watts on 3.5Mhz for instance.
Your Amateur neighbour probably keeps a log of his station activity, you could compare this with a log of your problems.
However, Im not convinced Rf is the cause of upstream being stuck at 64k but it would be the easiest possibility to eliminate by comparing logs, or by waiting until your synch returns to 448 then getting your neighbour to transmit in his normal way and observing what happens to your synch.

What I don't understand is why this would only affect the upstream and not the downstream...
The downstream stays above 3.500Kbps
Could it be a faulty Card in the Exchange ? How do I get BT to do a reset on the line card ?

Why is only the upstream affected? Because the noise is ocurring in the frequencies used for the upstream signal, ie, fairly low frequency.
Baffled me too, but it seems that line noise can have that effect.
Mine was exactly the same - perfectly OK downstream, rubbish up. As I say, after some trying I was able to detect some audible line noise, which was fixed by replacing the NTE5. As it was getting on a bit anyway it made sense to just replace as it had already been swilled out with switch cleaner a year before.

Not sure who's project that it was, their is certainly a big push for it anyway.
Last time I spoke to the THD in India it was a poor experience. I think as it has expanded information given to front line support is getting worse. It really seems they need to find an effective way of escalating customers problems so if its not the usual why is my email not working then its passed upwards quickly and efficiently. Ideally with the customer speaking to somebody more knowledgeable within minutes of being transferred or a callback within an hour.
