Looks a bit like BT Retail given those times.

Given the lack of data I'm pretty sure nobody knows yet. Unless we have some other WBC and non WBC users with FTTC on the same exchange on this forum, we won't know.

I have run some tests on my friends connection different cab but same exchange, my parents and brothers connections who are on the next exchange and a all experiencing the same issue as me.

But my other brother is on Sky FTTC is not getting the issue, so leads me to believe it's a BT congestion issue.

Sounds like there is a problem with one of the fibre lines going in/out of the metro node

If you don't know what a metro node is see attached pic below. Several exchanges uses each metro node.

Apart from the Sky LLU, are the others all BT Retail, or various BT Wholesale?

Good tests - sounds like a WBC issue for that exchange - probably the PlusNet site not yet updated or some other issue. Sky & TalkTalk only FTTC ISPs that don't use WBC.

What does tracert show ?

Had a similar issue a year or so ago, whinged bitterly to BT Retail, who prevaricated, said nowt was wrong, but eventually fixed it, still claiming it was an issue with the router ...... clearly though it's virtual path had changed, hence the return of my speed.

Your diagnosis sounds correct, so I doubt there will be much the engineer can do, they don't really look at through put speed issues tbh.

there is no node in leics for BTw, one is in peterborough tho.

Try reconnecting to ppp as there is various gateways and nodes supplying each exchange.
