Actually a very good technical reason may be scaling issues as the customer base grows the system needs to be made larger to cope with more people, so by limiting to just those who order a service with a limit you make the costs of running it less.

I noticed that too.
On unlimited and was relieved I diid not try to save a few quid by having a capped service, given that I rarely went below 300Gb !!
Just want a faster line now.
I want FTTH but not available yet
