I wondered if you had lots of iOS devices. They will flood WiFi as soon as it is available if they think they are out of date on automatic back ups.

I found this out when using a hotspot device when roaming in the US, the iOS automatic backup thinks all WiFi is unmetered and used up all the allowance in one evening. Oops!
