I'm currently on the 900MB FTTP full fibre product with EE, apparently they don't offer 1.6GB in this area. Is the 1.6GB some additional technology? Are there rollout plans published we can check?

This is not a wind up I am genuinely interested.
I have a 150Mbps connection and we have never found it lacking even when we are all online at the same time, could I ask what you cannot do on 900Mbps that would make you want 1600 Mbps

EE use Openreach exclusively. It may be that in your area Openreach haven't upgraded the head-end exchange (other end of the fibres) or they feel usage is high enough on the 1 Gig service (900 usable) that offering faster speeds on the current infrastructure would be worse.

My first home domestic broadband was before the year 2000, and was 512kbps download speed (0.5 Mbps). Almost everyone I knew was using upto 56k dialup that they had to reconnect every 2 hours. This question has been repeated ever since.

It's not really a "technology" question per se.
More a case of what handover exchanges have the requisite BT backhaul network connectivity in place. Most of the larger metro sites do but not *all* of the 955 or so such sites do. Some handover exchange sites may also require headend ONT upgrades, but that's less and less of an issue.
If you have an existing 1 GBps capable Openreach ONT it will require an Openreach appointment to swap to a 2.5 Gbps ONT - still basically GPON though - and will either be a Nokia or Adtran unit in all likelihood.

They paid Huawei a while back for profiles to use any ONT with those OLTs. Presumably they're keeping the Adtran and Nokia matched on ONT/OLT for GPON and definitely on XGSPON.

i suspect both Nokia and Adtran combo pon kit to work slightly differently plus it prevents weird gremlins to surface

Openreach will be publicly trialling xgs-pon (10gbits/s pon up/down). As they have already released speeds for the new service, I would expect it will be a short trial to eak out isp and on field issues ..

You should also note that the announced pricing for 1G/1G is very high - wholesale £100+VAT per month. If you want anything faster than that, be prepared to pay similar to leased-line prices.
To align with this. the pricing for 1000/220 has just been reduced from £97.78 to £75+VAT at wholesale. The 500/165 tier remains at £68.76+VAT - see price list.
In reality, you're going to be unable to find any retail ISP who sells any of these tiers, since the pricing is so unattractive. Even BT themselves don't.

The rollouts done so far in those BDUK areas are GPON and that product is sold over GPON. This isn't related to any XGSPON build or upgrade and they aren't getting first dibs on it. XGSPON and combo kit has been going in for a while now nationwide and is only waiting on cut over where it's being delivered over new OLTs due to current one being Huawei/ECI/older Adtran alongside where new line cards are necessary in Nokia kit or in some cases transceiver swap as the ports are already good to go.

That's simply because Openreach network pricing is regulated, which altnets can undercut - by cherry-picking the areas they build in.
Only a tiny proportion of Sky's customers care about upload speeds. Almost all of them care about cost.
Of course, if Sky aren't passing on the cost savings (by pricing OR and Cityfibre connections differently) then it just means they pocket the difference.

It seems Sky pushed for CF's XGS upgrades in to their deal, so they care enough to have pushed for that. Even if its just for risk reduction on contention.

I assume Sky wanted to compete with VM who are now starting to offer higher speeds than OR can, so far in nexfibre areas only.

I've had this conversation with EE recently.
My exchange, Llandovery (SWLKD), is showing as having 1.6GB services available.
Apparently, it just requires a different piece of equipment and the exchange end of the line.
BUT, EE will only do this for new customers, not existing ones.
I have the 900 service and am paying just a few quid shy of the cost of the 1.6GB service. I offered to sign up for a 24-month contract.
But no. If I want the 1.6GB service with EE, I need to leave and come back.
It's bonkers.

It's just problem a systems problem. They likely don't have a 'order new ONT on upgrade' path in their billing software as its somewhat new.

Surely the ISP should just order the required service. If it requires a new ONT then the supplier will take the necessary action to provide it.
