New cabinet check?

A few days ago, a crew started digging near my house, they left what looks like an OR cabinet base with 2 thick black cables coming out of it.
How can I confirm if this is indeed for a cabinet?

Take a picture of it tomorrow so we can see. Also check roadworks.org for that location.
