Yes, that is a spare pair that the engineer would most likely use for a "new" line.
Ok so the estimate for G.fast will be much the same then? But more likely FTTC line might reduced VDSL sync rate?
I would suggest waiting until the line gets installed and if the speed falls below the advertised speed, cancel the line. G.fast uses different spectrum so you shouldn't have issues on the VDSL service.
