Unfortunately I think WiFi calling is only available on iPhones or certain Samsung models? I have a budget Android phone.

I have installed Microsoft's "Your Phone" App on the phone and on my laptop and I can make and receive calls from the laptop (best with a headset/mic rather than using the laptops internal speakers/mic) over bluetooth via the Android phone.

But I prefer a landline

Lots of phones do support it, but your mobile network operator needs to support it too, and you need to turn it on.

EDIT: on my phone (Android 8.1), it's under wi-fi preferences, not under mobile network settings. It's a bit tricky to find. Easiest way: go into Settings, use the "Search settings" box at the top, and enter "wifi calling"

A few years ago that was the case but I've used WiFi calling on about half a dozen Android phones in the last couple years, including some very budget Androids.
It's running on my Xiaomi phone right now.

What device is it? It's easy to check if it's compatible with WiFi calling.
The network you are on may also matter.
