I'm not sure that is true - you are making the assumption that a UPS will have a shorter runtime than the backup power at the mobile base station.

When storm Eunice struck in 2022, we had a 6 hour power outage and lost all mobile phone services after around half an hour. At that point I still had at least 40 mins left before my UPS shut down.

My mini DC UPS powers my router and ONT for around 4 hrs.
I could at least plug my laptop in for access in an emergency.

I can see that makes sense for your short power cuts.

Most power cuts I experience last for several hours. We had one that was fixed after 47 hours. If it had lasted an hour longer I would have got financial compensation. Fortunately I was away on holiday for much of the time.
