For a migration from one ISP to another? Is it just in the exchange, or would work be done in the roadside cabinet?

With A&A it also depends on which wholesaler they place you on, as they use both BTW and TT (if available and depending on which is performing better in the locality) so additional work may be needed if they place you on TT.

Are you talking about ADSLx or FTTC? It makes a difference to the fundamentals of your OP  .

ADSL2+ or VDSL2? If the former then AAISP now offer a 3db SNR profile on TT based short lines which could give you better ADSL2+ speeds:

If VDSL2 then your sync speed should be more or less the same.

I think the choice between BTW or TalkTalk services depends mainly on the AAISP product chosen by the customer. Not on the relative performance of the two in the individual customer's area.

Sorry everyone. I should have said FTTC.
I would be looking to go from an 80/20 to an 80/20. I was wondering if a TT 80/20 could give a better line sync than a BT 80/20.

No. The connection will come from the same Openrech kit in the cabinet.
The only difference being the router in your home if you use the CP provided kit.

With normal big ISPs you may (I'm partly guessing) find TalkTalk slower that a BTW-based one, as I believe TT Retail request a higher stability level than BT/Plusnet/Sky.
With small or niche ones using TT Business Wholesale I get the feeling it is down to the retailer to request which level of the available three they want, just as they can with BTW, and that gets passed through to Openreach.

By default TT lines set the noise margin to 12db, where i think BTW set it to 6db? And as you know this will effect sync speed. Of course this can be changed either by the user if the ISP have a control panel function, or by a quick phonecall. But it can catch people out who dont realise

You are thinking ADSL2+, bobble. FTTC is as I described - a required stability setting is part of the order for the FTTC service.

As I said lee, AIUI TalkTalk Retail request a higher stability setting than most BT Wholesale-based ISPs.

Which wouldn't you touch?
I know very well two people on TT Retail, both ADSL2+, and both very happy and have been for many years.
Then the reports we have on these forums about TalkTalk Business Wholesale based ISPs are almost all highly complimentary.
