"Most ISPs don't charge for upload bandwidth" ??

[link to this post]

Just been listening to this interview with Ashley Highfield, BBC Future Media & Technology Director, about the BBC iPlayer.
In the context of discussion about the use of the Kontiki P2P solution, he makes the interesting claim that "Most ISPs don't charge for upload bandwidth".
My ISP (Plusnet) certainly does.

Does anyone know if his statement is true?

several don't measure uploads - Demon, IDNet, Zen come to mind.

In reply to:

But most do, I think?

I remember (about 18 months ago iirc), stating confidently that most ISPs don't monitor uploads and being brought up rather sharply over the matter...

"most" would require more effort than I can manage at this time of night

The emphasis in general is on downloads, see the wording of Virgin Media and AOL for example is mainly around "downloads" and it isn't clear if uploaded data is included in GB action levels for FUPs.

The BBC guy in the interview said that BT and VM were relaxed about not metering or limiting uploads of "iPlayer type traffic" which may be because they don't measure it anway.

I know the feeling

Might be something that either TBB or Kitz could usefully include in their ISP information?

edit- 'usefully'

Kitz has some references to not including upload where this is known. Not sure if its omission means upload is measured, or the status isn't known.

heh Certainly, I would agree, there is a fair ol' mix of both... some do... some don't.

If upload utilisation exploded then I think we would see changes, and if people are uploading someone somewhere is downloading.

It is probably hard enough to define an ISP (Is Entanet one or fifty) without working out what most means in the context of upload charges. It might be easier to say most broadband customers are or aren't charged.
