Pretty much in line with what I've heard before. It's a good package as long as it doesn't have any usage limits and isn't overly contended. Of course if that up to 8Mb has the same issues as most of ours does then it's pretty poor.
Tbh what I hear from my contacts in the US is that it's not the broadband nirvana that some people claim. The biggest difference seems to be that ISPs are competing on quality as well as price. Unfortunately in a lot of places you don't have any choice and in some areas the cable companies are running a service that would make VM look good.
..that's assuming you can get any form of broadband. It's far from a forgone conclusion. There's people in the heart of New York City that have to get by on dial-up or hope to squeeze onto a wireless connection. Cable doesn't go to every apartment block and not all telcos operate a DSL serice in all areas.
Tbh I prefer the UK system. You've got to be very unlucky to live somewhere without any form of broadband at all. It's almost as standard as electricity and gas. You might hunt around to try and maximise the speed but uness you're going to live in a cave half way up a mountain you don't really have to worry.
