As per jeffbb, and my earlier post.
Port 80 is the one used by browsers and is rarely throttled by any ISP as it would (a) not actually help a lot in reducing the load on their servers, and (b) be quickly noticed by anyone with technical knowledge. So they could get a bad reputation for little benefit.
Throttling ports used for streaming and P2P (DVD/film/music downloads) is what helps the ISP to get away with minimal capacity provision for the maximum number of customers. Heavy downloaders recognise the symptoms and migrate. Normal users just think the internet or their connection is slow at the time, and assume (incorrectly) that it is just the way things are on the internet.
So if you do the TBB speed test on 8095 it correctly reports what you are getting supplied from your ISP, and experience when streaming.
If you do it on Port 80 it tells you what your ISP is allowing on your browser.
Speedtesters such as speedtest.net, BBMax and IO use Port 80.
Port 80 results are as near as you will get to knowing your true line capability between you and the exchange. TBB on port 8095 is telling you the truth about actual performance of your ISP.
Think of the number of turnstiles at a sports ground. A small number cuts staff and equipment costs dramatically - but many punters miss the start of the match. A good stadium has enough turnstiles to get everyone in on time. Tickets probably cost more. Club members have a special entrance with a nice wide gate.
