Broadband speed question

Quick question on behalf of a friend...

He's currently back at home for a couple of weeks visiting the family and what not and they have had the internet but not had it hooked up to anything (his parents don't have a computer) for the past year. He's finally got it online and while it's saying it has connected at 5.5 mbps, speedtests are saying he's currently getting a whopping 0.13 mbps.

Any ideas what he can do? He's tried resetting it but to no avail. Could it be because the router hasn't been hooked up to the phone line for months on end?

be handy if you could post up some stats on the line?
