It is not automatically charged!
A disconnection fee is not chargeable by Openreach if the
published migration process is followed. (For one example of the many places where the BT policy has been quoted, see
this post).
If BT do not raise a cease charge on the losing ISP then whether the ISP charges the customer is case-specific. If you want some cases then
