Just say if you suspect a DNS problem Is it OK to use another ISPs DNS settings instead of the Isp your with if you dont want to use Open or google DNS?

Yes its okay, providers make a choice whether to have their DNS servers visibly publically

Yes, if they don't block your access to it because of you having an IP address that isn't one of theirs.

Also might be worth trying:

http://www.grc.com/dns/benchmark.htm

You'll probably have to add any ISP's DNS IPs to the lists, as they default list tends to be US biased, but it's a handy way of seeing if your own ISP's servers are good. Also use Kitz's list (not sure how up to data it is):
