Had a boost engineer this morning, said there was nothing he could do ( the testing that he did on line with his machine, came back fine ) until they underling problem is fixed ( under ground cable work , that was meant to be done on the 4th and did not)

He said doing a "TPM" ( which was done last week) at the exchange will make no difference , as the above needs doing to fix the fault , is that factually correct?

If correct surely my ISP should have known this ? and not booked a boost engineer ,

Hence why i am seeing the exact same problems as before the "TPM" was done.
