If using torrents you would probably want a VPN service that will allow you to forward ports. (Configurable through a website rather than a client app on a PC)
Airvpn use client/server/key certificates which requires a fair bit more work to use on a Synology box. Link.
If it were me however, and given your exchange with Bob, I would be looking to move to a different ISP. Rate limiting is so last year
Can't offer any other solutions to avoid traffic shaping if they are using clever DPI kit. A virtual private server/seedbox maybe but then I think that's moving into the realms of overkill just to bypass traffic management!
You could try a VPN for around a fiver if you just want to see how you would get on with it.
