I could quite happily get by with a v6 allocation and then CGNAT IPv4, or some other IPv4aaS solution (as long as it didn't end up requiring me to use an ISP-provided router). I don't think CGNAT-only IPv4 services should be allowed to be advertised as internet connections, it's glorified coffee shop Wi-Fi at that point.

Why not? I guess because they're worried that their systems for tracking, advertising and monetising users might not be compatible.

IPv4 CGNAT doesn't help their efforts to track users either since multiple users share one IP address.

I'm sure this is the point when I look around and find that none of the big providers are actually selling Internet access, they all just call it fibre or broadband which have no legal definition.

There are some independent coffee shops left that can do you a decent cup for around £1.50, unlike the super large chains. I also think it very much depends on where you are in the country. Unlike most broadband packages.
