First thing to try and do is to ascertain whether you really have a connection or not or whether it is just a DNS problem.
Assuming you are on Windows, open a command prompt session and issue the command
ping 195.166.128.16
What you want to see is something like the following
D:\Temp>ping 195.166.128.16
Pinging 195.166.128.16 with 32 bytes of data:
Reply from 195.166.128.16: bytes=32 time=31ms TTL=244

If you do see this then you know you have a connection at least.
If you do have an internet connection now try again using the slightly different version of the command as follows
ping
www.plus.net
If you get the same sort of answer as above then DNS is working and I'm now stumped without further information.
However if you get something like
Ping request could not find host
www.plus.net. Please check the name and try again.
then it would point to a DNS problem.
Try this out and let me know what results you get
