Lots of options possible, but needs some automation to work well.

As for definitive ISP or exchange, there isn't one, even with the speedtest login you cannot be certain

There is a 20GB on-peak limit, however, your connection is rate limited after hitting 13GB on-peak. After 13GB you will never see more than 256kbps for P2P or more than 2Mb for anything else.

At 17GB, P2P is rate limited to 128kbps and anything else to 1Mb.

At 20GB P2P is blocked and your line is 512kbps.

So, in reality there is a 13GB on-peak limit then rate limiting kicks in.

I just migrated out and instead of getting 0.1KB/sec at this time of day on P2P I now get 300KB+/sec.

Moral of the story, no matter how much you pay PN, they are going to inevitably shape your traffic according to their priorities - and so poor speeds on "disliked" applications are par for the course.

My advice: if you're unhappy, up and leave them. You won't look back...
