Is there any way to determine who is likely to have the fastest network speeds even after accounting for the fact that they all share the same copper in the street?

Only way to be sure is to talk to others on the same exchange, and then its no guarantee as in two weeks Sky might have improved and TalkTalk got worse.

Is FTTC not available at your address ?

If you have a line attenuation of 58.5 dB (download) you must be some distance from the telephone exchange that servers your property with ADSL

As said by Zarjaz, have you an option to migrate to FTTC (aka VDSL)

SE16 has a fair few areas without VDSL2 and also has some aluminium if I recall

Unfortunately not

You would be covered with the USO (Universal service obligation) with a connection under 10 Meg. But Sky are not one of the providers for it. Only BT and KCOM.

Try Three Broadband. I know they've rolled out a lot of their 5G network in your area as my phone connects when visiting my in laws over that side of the water!

Also check https://one.network to see if any telecoms build work is taking place around you. It's not an immediate fix but should be able to help you make a decision whether to get into a 4G/5G contract.
