There seems to be a lot of confusion on this. This is what TT support were initially saying, but they were also saying it was for new customers/contracts only. So, if existing customers wanted unlimited essentials, they were told to renew their contract for another 18 months. I didn't, but as of a week or so ago I noticed my 40Gb limit had automagically been removed and now shows as unlimited, without me having to sign up for another contract.
So, I'm not so sure if TT support know the situation either. I'd be surprised if it is a 12 month only thing. I'd be less surprised if more heavy traffic management is deployed on essentials plans in the future, whereas the plus plan will stay as is.

What is your line like, that is probably why your only getting 13Mb, even though it is quite fast still?.

I don't live far from the exchange and believe me what i get is a lot higher than the majority of TT speed tests i have seen (excluding fibre)
If you are expecting to get a lot higher speed prepared to be hugely disappointed.
I am sure members here will provide some test results for comparison.

Your individual speed is no indication of what anyone else will get. The OP and anyone else may get higher or lower and nothing you may believe can alter that.
Only by you and OP posting your Downstream attenuation can put your actual speeds into context.

Which is about as relevant as someone posting a leased line speed.
As said attenuation is the key
