Could someone expleain what this means

Your configured download throughput speed for this service is 250 k

And how do they configer it eg, at the exchange or can it be done over the phone

It means that your download speed is limited to 250Kbps for whatever reason. Assuming your line is not limited to 250Kbps by line quality, perhaps your particular ADSL package limits your speed when you exceed your monthly allowance or your ISP may limit speeds on certain services or protocols such as P2P or newsgroups which is done automatically by the ISP's kit. It could also be that your line is capable of higher speeds but you are only paying for a 250Kbps package.

This is a problem that started last week i have a 40 gig limit and i an nowhere near it and last week i had 4.5 meg any sujestions

that's you BRAS profile setting, as reported by the new speedtester :-

Test1 comprises of Best Effort Test:
IP profile for your line is - 250 kbps
DSL connection rate: 448 kbps(UP-STREAM) 4032 kbps(DOWN-STREAM)
Actual IP throughput achieved during the test was - 213 kbps

BRAS profile = IP profile = Configured download throughput

its a variable set for your account in one of BT's Broadband Remote Access Servers that manage the broadband system.
