What makes you think 77.107.176.1 has anything to with BRAS? Is that the BRAS (Broadband Remote Access Server) that is associated with BT's IPStream? In which case it is obviously not something that can be Pinged!

NOT ALL DEVICES ON THE INTERNET RESPOND TO PING.

ALSO SOME THAT DO GIVE PING RESPONSE A LOW PRIORITY.

Thus while ping can be useful, when pinging random locations you need to find out whether that machine is up to the task of responding.

Large chunks of the IPStream/21CN WBC networks are not pingable, or will only respond if under low loads. Why? Because responding to pings can delay routing of traffic, so guess which gets the priority.
