How can I see how congested my exchange is?

My down speed appears to be steadily reducing; my ISP is F2S. I'd like to know if the speed drop is due simply to more people using F2S at my exchange.

I'm not sure there is a public way.
Try

But as F2S is now TalkTalk, the issue may not show up as they may be on Opal/TalkTalk hardware at the exchange
