upstream sync is 1200kbps this could be due to a technical limitation of the adsl mode or set by your isp, is 1200kbps the max upstream for the plusnet product you have been on until now? upto 1.2mbits upload
upstream attenuation is higher than the downstream @32db,
downstream transmit power is a tad high maybe,

Things you can do is verify that the router is syncing on the Annex m mode as it looks to me as it's using ASDL2+ instead
what router are you using ?

Using the linksys AM200.

After reading your post I checked my modem config and the DSL Mode was set to: G.992.5 (ADSL2+)

I changed this to Auto, and it worked!

New Stats:

Upstream Rate: 2071 Kbps
Downstream Margin: 6 db

LOS Errors: 0

Glad to hear that you are syncing on annex m ok, but those attenuation figures as reported by the router look very odd, as normally the upstream attenuation is usually around 50% less than the downstream ,but as you are syncing ok and if everything else is working as you expect then maybe just a bug with the router reporting incorrect values the upstream sync suggests an attenuation of around 14db or less
