Something looks wrong...

Is downstream line attenuation 19.5dB?
Is upstream attenuation 31.5dB?

If yes, then the figures are wrong, or you have a weird wiring setup.

5Meg sync at 19dB attenuation is very poor, even with a 12dB margin. Even if the downstream is the 31.5dB figure it is not brilliant.

Well, it is not my house, i am house sitting my freinds place, they said to me the broadband was slow, and i then looked at the wiring and they had the broadband on a cable like this EXTENSION, but they had the broadband connected to the telephone socket on the filter and then the telephone on the extension so was a sync of around 500kbps, but i then put it like it is in the picture with the broadband on the extension and the telephone being filtered through the filter on main socket connection, and then got 5536 sync, i need to change the wiring for them but i have not got my crimpers with me, but it works ok for now and the broadband does not disconnect every time the phone goes now!

Working but far from optimal still.

Some routers do display the figures wrong, as a rule upstream attenuation is roughly half of the downstream attenuation, your figures appear the other way around.

As a point of reference, my stats are 31.0dB / 8.0 SNR Margin @ 6.5Meg, however this is on a BT line (as opposed to Sky), so not sure if it can be comparable.

Another example, and the line is not ideal as has a star wire config (cannot remove without very tall ladder).

ADSL2 (0.5Meg slower on ADSL, or get another 0.5Meg on ADSL2+ but then not stable).

Unsurprisingly, this is a Sky Connect package, not Sky LLU. It's not very good and your sync is about as fast as it goes.
