Is there anyway to see if a particular exchange is congested before signing up?

You need to check the current Vodafone T&Cs, but you used to be able to leave without penalty in the first 30 days. That way you can find out what your quality of service is likely to be

Fibre to a particular cabinet may not come from the local exchange especially if the exchange is a small one.

No, you can't unfortunately.

Short of finding a few local people who use VF, not really.

When I came up to renew/move away from VF I was in this position. I knew that VF had plenty of capacity, and didn't want to jump from the frying pan into the fire. Got a reasonable deal so I stayed
