What ISP?

These are the choices on the exchange.

BT Wholesale ADSL
BT Wholesale ADSL Max
TalkTalk (CPW) LLU
Sky Broadband / Easynet LLU

TalkTalk is a no-no as they want to keep the BT line.
They don't have Sky TV either.

Currently paying £14.99 for a 2Mbit service with Orange which is dire.
Would like more bandwidth for same or less cost!
Pref with English support.

Approx 1km from the exchange by wire so sync speed is not a issue.

Also - Wholesale Broadband Connect should be available in your area from September 30th 2009

What sort of things do they use the broadband for?

e.g. many hours of iPlayer per week? Or just audio, or little or no online audio/video?

Sorry knew I missed something out.

They would use a little iplayer once I teach them how to use it!
just web browsing daily - mainly BBC type sites little bit of you tube.
lite email usage.
lite p2p (2GB a month, if that)
I support the machine remotely so improved upload would be nice.

Perhaps Post Office? The heavyweights like IDNet, Newnet or AAISP would be much more than you probably need.

Why do TalkTalk want to keep the BT line? Has your exchange reached the capacity on their equipment?

Post Office line rental + broadband is a cheap combo, non-LLU as it's BT Wholesale white label service. £20.50 per month from memory.
