Hi
I am looking for an ISP that has unlimited download, will provide a fixed IP and is not pipex?
I am a Technical Consultant and need to host services on my own network so i need an ISP that has english tech support and who are tech savvy (i.e. not questionnairre monkeys!)

If you give us the link to what samknows says about your exchange it would help.
Also are you talking about having this at home or in an office somewhere? If line stats are available from whichever then those would also be useful.
When you say "need to host services", do you mean a web or mail server, just a website, or what? Some ISPs have restrictions.

I would recommend getting a virtual server hosted in a data centre, better uptime than DSL products, and its like having your own server, just you are remoting to it.
Hosting over ADSL is possible, but for unlimited in this respect better to consider the £50+ bracket. Consider this, how much money would you lose if the service was offline for four days?

Try BE or AAISP.

I don't know about 4TB per month, but there are certainly those doing 1.5TB per month

If its 24/7 with almost no breaks, then the effects might be noticeable, and just enquiring to ensure user was aware of what was happening might be a good thing to do.
At some point all ISP charging consumers what they do will usage unreasonable, no matter what their history is like
