Fibre depends on what the supplier has in the exchange, not the cabinet. More importantly, it depends which exchange is the fibre head-end. If your exchange, which for some reason you don't seem to want to reveal, isn't WBC enabled, which appears to be the case, the fibre headend is at a different one. That exchange would need the relevant LLU.
Having said that, I believe Sky won't supply fibre if the phone exchange doesn't have their LLU, as it would mean the line being on WLR3 rather than their own system. (MrSaffron will know if I'm right or not).
TalkTalk's policy I expect is the same.
