I don't see the £28.
I see £40 for 80/20 FTTC. Figures that are no longer permitted by Ofcom on providers' Home Pages, by the way.
Also:-
"Our broadband products and prices are listed above. All prices include VAT and for FTTC and ADSL2 include telephone line rental. Use the broadband availability checker to see what broadband products are available at your postcode".
Ah - I've just found your £28, when going as far as entering
an address. That's bad! Also not allowed. Although they do at that point give proper speed estimates as well.
The "i" information button on the 80/20 button is amusing (my underlining):-
"FTTC 80/20 is "Fibre To The Cabinet" and is fibre from the exchange to a local green cabinet. The last leg is delivered to your business or home over copper. FTTC 40/10 delivers speeds of up to 80Mb/s down and up to 20Mb/s up".
Remember I said I entered an address above. I had clicked that I do not have a phone line. (Which happens to be true). Clicking the "i" button against "Install" states
"No further information available at this time". However, checking back I see in the main table an install cost of £94.80 is indicated by a question mark, which I hadn't spotted previously when on the Home Page. Still no mention of rental though.

Re Trunk Networks
A very small company registered in Scotland in 2008, in effect by two of the current directors. Both of whom give their occupation as IT Consultant.
Their Head Office appears to be in Uckfield, but that might just be their accountant. The registered office is at 55-57 West High Street, Inverurie, AB51 3QQ. Their private addresses aren't available as far as I can see. (That's a bit weird).
From the link above you can go to its financials and in the first PDF see the balance sheet values for their accounting years ending October 2018 and 2019. Earlier if you look at earlier PDFs.
If you register for free on companycheck.co.uk as I did long ago, giving almost no information about myself other than a login email address, you can see a bit more that on the Companies House site. Mainly financial graphs showing performance over several years, though as they are so small their profit and loss figures are not available so only the graph of balance sheet values present.
