Even when using company equipment there should be a written agreement if any form of monitoring of employees is to be used (including CCTV). There is provision for monitoring to be done if a crime is reasonably suspected and certain other conditions are met, but regular monitoring is another matter.
I realize that the OP was not seeking legal advice (and I am only giving my opinion here) but I don't think that is necessarily reason to withhold such opinions. If someone asked me the best way to wire their front door to the mains to deter burglars I think it would be acceptable to warn of potential problems of such a course of action other than just blown fuses.
But as I seem to be getting into trouble left, right and centre for not giving direct advice on how to implement this (possibly illegal) course of action I'll give this thread a miss from now on.
