The BT checker should also tell you if you have jumpers in place. You may well have other wiring issues too. Also it gives the line rate which is not the same as the actual upload/download speeds.
For example the BT checker tells me:
FTTC Range B (Impacted) 59.5 35 19.9 9.6
I actually get about 49-50 up / 7-8 down - so the download is within spec but the upload slower.
It's worth rebooting the router as it seems to vary quite a bit depending on what IP address you're assigned. I've had as low as 12Mb/s down on one IP adddress, lower than what I had with ADSL! Latency time also varies widely from 13ms to nearly 30ms.
I'd give BT a call - I had problems in the past with ADSL and they sent 3 guys round in a couple of days who rewired the socket and cable to the hub, fixing the issues I had at the time.
