BT engineer visit

I have heard that somtimes to activate a line for BB an engineer visit is nesscessary. Why is this?

Usually where BT believe the user is on the edge of service availability and the BT tech maybe able to make small changes to the line/wiring at the customer premises to ensure service can be provided

Is it not just a case of "suck it and see" - they will activate the line regardless but won't bother testing until the customer complains?

Yes that's about it. An engineer will only be booked if you have raised the issue via your ISP, and after they and sometimes BTw's support teams cannot resolve the issue via the phone.
