TalkTalk do offer a a WLR package for customer and certainly whilst working at another ISP I did see customers with TalkTalk WLR (line rental) singing up for this alternative ADSL service.
I dont know if you can have the TalkTalk Talk3 deal with alternative ADSL, however TalkTalk do offer cheaper calls in a WLR/ CPS environment and this does allow customers to purchase alternative ADSL packages.
I have to disagree with StevieT78. "Essentially, TalkTalk, Post Office etc are just reselling a BT line the only difference is billing. "
Many WLR providers run WLR as a loss leader and component of their businesses which focus on call spend. Nobody really makes money on Line rental and in the last few years BT have actually had CHEAPER line rental than WLR providers.
Don't forget the costs involved. Line rental is really a type of insurence. Line Plants and repairing Joints and Street Furniture is not cheap. If you call an Openreach engineer out and the fault is your phone you are looking at Time Related Charges of
